The distinguished American
Journal of International Law has been published quarterly since
1907. It features articles and editorials, notes and comments by preeminent
scholars on developments in international law and international relations.
The Journal contains summaries and analyses of decisions by national and
international courts and arbitral or other tribunals, and of contemporary U.S.
practice in international law. Each issue lists recent publications in English
and other languages, many of which are reviewed in depth. The Journal is
indispensable for all professionals working in international law, economics,
trade and foreign affairs.
The European
Journal of International Law is now firmly established as one of the
world's leading journals in its field. With its distinctive combination of
theoretical and practical approaches to the issues of international law, the
journal offers readers a unique opportunity to stay in touch with the latest
developments in this rapidly evolving area. Each issue of the EJIL provides a
forum for the exploration of the conceptual and theoretical dimensions of
international law as well as for up-to-date analysis of topical issues.
Additionally, it is the only journal to provide systematic coverage of the
relationship between international law and the law of the European Union and
its Member States.
We are pleased to announce a new journal dedicated to international and
comparative constitutional law. I•CON, the International Journal of
Constitutional Law, is published in association with Oxford
University Press and NYU School of Law. The first issue of this
English-language quarterly has appeared in December 2002. I•CON has
international editorial and advisory boards and an international focus. It
examines an array of theoretical and practical issues and offers critical
analysis of current issues and debates. In addition, I•CON looks at global
trends that carry constitutional implications. It features scholarly articles
by international legal scholars, judges, and people from related fields, such
as economics, philosophy, and political science.
The International Journal of Refugee Law has fulfilled its
promise, as predicted by the Times Higher Education Supplement, in becoming one
of the key source materials in the field of refugee protection. The journal
aims to stimulate research and thinking on refugee law and its development,
taking account of the broadest range of State and international organization
practice. In addition, it serves as an essential tool for all engaged in the
protection of refugees and finding solutions to their problems. It regularly
provides key information and commentary on today`s critical issues, including
the causes of refugee and related movements, internal displacement, the
particular situation of women and refugee children, the human rights dimension,
restrictive policies, asylum and determination procedures, populations at risk
and the conditions in different countries. It is of immeasurable value to
anyone involved in refugee work, whether lawyers, teachers, students,
researchers, NGO workers, or officials in immigration, government, and
international organizations. In addition to publishing original articles, the
journal also features regular sections containing selected documents, case
abstracts and comments, book reviews and annotated bibliographies of reports
and other publications.
The Journal of Conflict and Security Law is a bi-annual,
refereed journal aimed at academics, government officials, military lawyers,
and lawyers working in the area, as well as people interested in the areas of
arms control law, of armed conflict law and collective security law. The
journal covers the whole spectrum of international law relating to armed
conflict from the pre-conflict stage when the issues include those of arms
control, disarmament and conflict prevention, through to the outbreak of armed
conflict and discussions of the legalityof resort to force, to the coverage of
the conduct of military operations and the protection of non-combatants by
international humanitarian law.Treatment is also given to the stage of conflict
resolution where the legal issues concern territory, compensation and
disamament.
The Journal of International Criminal Justice aims to promote
a profound collective reflection on the new problems facing international law.
Established by a group of distinguished criminal lawyers and international
lawyers, JICJ addresses the major problems of justice from the angle of law,
jurisprudence, criminology, penal philosophy, and the history of international
judicial institutions. It is intended for graduate and post-graduate students,
practitioners, academics, government officials, as well as the hundreds of
people working for international criminal courts.
The Journal of Refugee Studies provides a major focus for
refugee research, reflects the diverse range of perspectives on refugee issues
- the content is multidisciplinary, promotes the theoretical development of
refugee studies, innovative, analytical or methodological approaches,
reappraisals of current concepts, policies and practice, encourages the voice
of refugees to be represented by analysis of their experiences as well as
publishing articles by host-country practitioners and researchers, welcomes
contributions from field practitioners to the development of new perspectives
on refugee populations.

Raidėmis E ir A pažymėti Oficialieji leidiniai skelbiami kaip C serijų priedai (pvz., C 307 A, C 309 E).
Europos Komisija vykdo keturias svarbiausias funkcijas:
1) siūlo teisės aktus Parlamentui ir Tarybai;
2) administruoja ir vykdo ES politiką bei biudžetą;
3) kartu su Teisingumo Teismu įgyvendina ES teisę;

The Internal Displacement Monitoring
Centre (IDMC), established in 1998 by the Norwegian Refugee Council (NRC), is the leading international body
monitoring conflict-induced internal displacement worldwide.
Through its work, the Centre contributes to improving national and
international capacities to protect and assist the millions of people around
the globe who have been displaced within their own country as a result of
conflicts or human rights violations.
At the request of the United Nations, the Geneva-based IDMC runs an online database
providing comprehensive information and analysis on internal displacement in
some 50 countries. Based on its monitoring and data collection activities, the
Centre advocates
for durable solutions to the plight of the internally displaced in line with
international standards. The IDMC also carries out training
activities to enhance the capacity of local actors to respond to the needs of
internally displaced people (IDPs). In its work, the Centre cooperates with and
provides support to local and national civil society initiatives.

International
Association of Refugee Law Judges. It is
now 50 years since the international community settled on a Convention to
provide surrogate protection for people with a well-founded fear of being
persecuted for one of the five Convention reasons. Article 1A(2) of the Refugee
Convention is the cornerstone of international protection where it states:
"As a result of events occurring before 1 January 1951 and owing to
well-founded fear of being persecuted for reasons of race, religion,
nationality, membership of a particular social group or political opinion, is
outside the country of his nationality and is unable or, owing to such fear, is
unwilling to avail himself of the protection of that country; or who, not
having a nationality and being outside the country of his former habitual
residence, is unable or, owing to such fear, is unwilling to return to
it.."Over this 50 year period, and particularly with the huge growth in
asylum seekers over the past 10 years, the interpretation and application of
the Convention has become a highly relevant, often contentious, piece of
international law. Increasingly, both countries who are signatories to the
Convention and those who are not, have turned to appellate judges and
adjudicators to give independent interpretation and application of refugee law.
It was against this background that the International Association of Refugee
Law Judges (IARLJ) was formed in Warsaw in 1997 following two highly successful
conferences in London and Nijmegen in the previous two years.
The International Association of Refugee Law Judges seeks to foster recognition
that protection from persecution on account of race, religion, nationality,
membership in a particular social group, or political opinion is an individual
right established under international law, and that the determination of
refugee status and its cessation should be subject to the rule of law.
The International
Commission of Jurists is dedicated to the primacy, coherence and
implementation of international law and principles that advance human rights.
What distinguishes the International Commission of Jurists (ICJ) is its
impartial, objective and authoritative legal approach to the protection and
promotion of human rights through the rule of law. The ICJ provides legal
expertise at both the international and national levels to ensure that
developments in international law adhere to human rights principles and that
international standards are implemented at the national level. The Commission was
founded in Berlin in 1952 and its membership is composed of sixty eminent
jurists who are representatives of the different legal systems of the world.
Based in Geneva, the International Secretariat is responsible for the
realisation of the aims and objectives of the Commission. In carrying out its
work, the International Secretariat benefits from a network of autonomous
national sections and affiliated organisations located in all continents.
Awards recognising the ICJ's contributions to the promotion and protection of
human rights include the first European Human Rights Prize by the Council of
Europe, the Wateler Peace Prize, the Erasmus Prize, and the United Nations
Award for Human Rights.
When founded in 1952, the International and Comparative Law Quarterly (ICLQ) was
unique. It was the only journal which offered the reader coverage of
comparative law as well as public and private international law. It has
maintained its pre-eminence as one of the most important journals of its kind
encompassing Human Rights and European Law. It continues to offer practitioners
and academics wide topical coverage without compromising rigorous editorial
standards. Under the general editorship of Alan Boyle and Mads Andenas, the
journal continues to attract scholarship of the highest standard from around
the world.
Since it
was founded in 1958, the IISS (International Institute for Strategic Studies) has
been devoted to the study of the problems of conflict, however caused, that
have, or potentially have, an important military content. To this end, the
Institute’s research programme has been concerned not just with the military
aspects of security but also with the social and economic sources of conflict,
as well as the political and moral implications of the use and existence of
armed force.
The Norwegian Refugee Council (NRC) has
worked for displaced persons since 1946. It is today a private foundation, and
one of the largest humanitarian organizations in Norway. NRC has specialized in
international activities for refugees and displaced persons. Through its
efforts they provide assistance and contribute towards the protection of
displaced people. NRC executes projects in Asia, Latin America, Africa and
Europe. Protection is the cornerstone in all its efforts aimed at refugees and
internally displaced persons, and will be a reoccurring theme in all of NRC's
activities. In 1991, NRC established the world's first emergency preparedness
force, NORSTAFF, for the UN system. NORSTAFF consists of 300 women and men,
ready on 72-hours' notice to be deployed anywhere in the world to assist in
emergency operations. At any given time, approximately 100 persons are out on
deployments. Later, the NORDEM and NORAFRIC rosters were established. NRC wants
to be a forceful advocate for the rights of refugees and internally displaced
persons, internationally as well as in Norway. Advocacy is an integrated part
of our program activities.
The odysseus
network aims to analyse the legislation of EU Member States and
legislation of the EU in the areas of migration and asylum. The objective is to
furnish universities, policy-makers, practitioners and NGOs with a deeper insight
into these issues, from a European perspective. The results of our analysis
will be presented to the European Institutions, in order to help them in
prepare a legislation based on the new provisions of the Treaty of Amsterdam.
The working languages are English and French. This Network will carry out
comparative legal studies on different themes.

The Refugee
Studies Centre (RSC) carries out multidisciplinary research
including policy relevant work on the causes and consequences of forced
migration with an emphasis on understanding the experiences of those affected.
Research at the RSC is currently organised around three broad areas of
investigation which include a variety of disciplinary approaches, special
interests and geographical foci:
Forced migration, global economy and governance:
Research on the political, economic and social contexts which are significant
in precipitating forced migration, and in shaping responses by various actors.
These include historical linkages (such as colonial or post-colonial
relationships); demographic factors, inequality and poverty; societal
structures and social relationships; ethnic and religious patterns; development
strategies; trade and investment patterns; political forces and governance; and
security issues.
The Experience and Management of Displacement:
This area primarily involves anthropological, psychosocial and sociological
research on: the lived-reality of conflict induced displacement; transition to
peace; children and adolescents in conflict situations; psychosocial impact and
healing; the work of humanitarian agencies with conflict affected populations.
Institutional and Normative Responses to Forced Migration:
This area primarily involves legal and political research on: laws and policies
relating to refugees, asylum seekers and internally displaced persons; the
history, current workings and future of national, regional and international
refugee regimes; and the ethical issues raised by responses to forced migration
by states, NGOs and international organisations.
University of Michigan. Law School. Refugee
Caselaw Site. The purpose of this site is to promote transnational
analysis of refugee law by advocates, decision-makers, and policymakers
committed to the effective implementation of international standards. The site
currently collects, indexes, and publishes selected recent court decisions that
interpret the legal definition of a "refugee." It presently contains
cases from the highest national courts of Australia, Austria, Canada, Germany,
New Zealand, Switzerland, the United Kingdom, and the United States. Cases are
in this database only because of their topical relevance. Users should not rely
on any case as a current, correct, and complete statement of the law without
further research into its subsequent history and treatment.
Refugees
International (RI) generates lifesaving
humanitarian assistance and protection for displaced people around the world,
and works to end the conditions that create displacement. The characteristics of
our effective and efficient organization are independence, flexibility, and the
cutting-edge quality of our advocacy. We take an uncompromising rights-based
approach to advocacy on behalf of refugees and displaced persons. RI acts first
and foremost as a witness to the suffering of the displaced. Our advocates
spend weeks in the field interviewing and meeting with war-affected populations,
non-governmental organizations and aid agencies. RI conducted missions in over
30 countries last year, including regions of the world where we have never
previously worked. In the past year, RI visited Afghanistan, the Great Lakes
region of Africa, West Africa, Southern Africa, Cambodia, Sri Lanka, Indonesia,
Angola, Guatemala, Colombia, the Balkans, Lebanon and the Occupied Palestinian
Territories, Uganda, the Thai-Burmese border, and the Caucasus, just to name a
few. RI advocates assess humanitarian problems, identify the most urgent needs
and move quickly to develop immediate solutions to those needs. Our
contribution to the humanitarian field lies in our unique combination of
advocacy and action, both with hands-on expertise in crisis situations and with
policymakers in Washington, New York, Geneva and other centers. We can describe
the impact of our work with a single word – leverage. RI’s advocacy generates
increases in resources and policy changes by governments and UN agencies that
improve conditions for refugees and displaced people. RI does not accept any
government or UN funding. Rather, RI leverages donations from individuals,
foundations and corporations into hundreds of thousands of dollars of
lifesaving assistance and protection. This, along with our early warning/early
action mandate, allows RI to be a powerful, respected and unfettered voice.
Refugee Survey Quarterly (RSQ) is published four times a year and serves as an authoritative source
for current refugee and country information through a selection of articles,
conference reports, documents, abstracts and bibliographies of refugee-related
literature. Each issue focuses on specific themes, its coverage highlighting
the evolving nature of refugee protection as reflected in refugee literature.
Previously produced by the Centre for Documentation and Research (CDR) of the
United Nations High Commissioner for Refugees (UNHCR), Refugee Survey Quarterly
is now issued by the UNHCR Library, which has been incorporated into the
Private Sector & Public Affairs Service (PSPA). The Library collection
covers an authoritative range of information and documentation relating to
refugees, including country of origin, human rights, minorities, international
refugee law and other humanitarian issues. The Private Sector & Public
Affairs Service focuses on mobilising financial and other support from the
private and corporate sectors. It also seeks to raise the general public’s
awareness of refugee issues and the work of the UNHCR. For more information or
